Where HMPS believes. that a mandatory change will have a detrimental effect upon itself, its delivery of the SLA and/or will result in additional costs above and beyond the Annual Operating Price, it may use the issues resolution process as set out in Section 7. In this case, HMPS must start the issue resolution process within 10 days of being notified of a mandatory change.
