WITHDRAWAL OF PROPOSALS. Proposals may be withdrawn by written or telegraphic notice prior to the time set for opening. No proposer may withdraw their offer sooner than sixty (60) days after the deadline for receipt of proposals, and proposer's offer shall remain firm during that period.
