A written notice of discharge or suspen- sion shall be issued within fourteen (14) calendar days from the date the Employer becomes aware of the infraction. Except in cases in- volving “cardinal” infractions under the Maryland-District of Co- lumbia Supplement Agreement, an employee to be discharged or suspended shall be allowed to remain on the job, without loss of pay, unless and until the discharge or suspension is sustained under the grievance procedure.
