OVERVIEW The goal of the ▇▇-▇▇ program is to improve the accessibility, continuity, and quality of services for Pennsylvania's MA populations, while controlling the program's rate of cost increases. The Department intends to achieve these goals by enrolling eligible MA recipients in BH-MCOs which provide a specified scope of benefits to each enrolled Member in return for a capitated payment made on a PMPM basis.
