Xxxxx Xxxxxx National Center. Xxxxx Xxxxxx Services enables individuals who are deaf-blind or have combined hearing and vision loss to live, work and thrive in the communities of their choice. Authorized by an ACT of Congress in 1967, the Xxxxx Xxxxxx National Center for Deaf-Blind Youths and Adults (HKNC) is a national rehabilitation program serving youth and adults who are deaf-blind. The Center provides services to youths and adults who are deaf-blind according to the definition of deaf-blindness in the Xxxxx Xxxxxx Act. The Center operates a residential and training facility at the headquarters in Sands Point, NY. Switchboard hours at headquarters are 8:00 am to 3:45 pm. Services for youths and adults who are deaf-blind, their families and the professionals who serve them across the country are provided through HKNC’s field services network.
