Adequately wetted means sufficiently mixed or coated with water, amended or an aqueous solution; or the use of removal encapsulant to prevent dust emissions.

Control procedures, see section 6.3, must be in place to ensure that the ACW is adequately wetted and does not dry out during handling, transport or disposal.
