Cable Systems means the telecommunications and/or television systems constructed or to be constructed in the areas covered by the Licences and includes any part of such system and all modifications, substitutions, replacements, renewals and extensions made to such systems;
Cable Systems means individual cable television systems. Each cable television system shall be considered to be an individual Cable System, regardless of whether such cable television system is operated by an operator of more than one Cable System.

If all of the transmission and distribution facilities of all of the respective public or municipal utilities in any area of the Franchise Area are underground, the Franchisee shall place its Cable Systems' transmission and distribution facilities underground, provided that such underground locations are actually capable of accommodating the Franchisee's cable and other equipment without technical degradation of the Cable System's signal quality.
