Loveland will be credited for estimated firm solar capacity at Platte River’s avoided capacity rate as published in Platte River’s Tariff-Schedule 3 for parallel generation. The specific calculations used to determine the Capacity Credit shall be outlined in the Operating Procedures. Emission Reduction Credit – Loveland will be credited for any reduction in Platte River’s CO2 emissions that may be achieved due to PPA Energy, and for which a monetary value can be established and realized by Platte River, based on an industry standard or practice agreed to by the Parties. If an Emission Reduction Credit is provided to Loveland, then the Parties agree that title to the environmental attributes that provide the basis for the value will transfer to Platte River. Ancillary Services Credit (or Debit) – Platte River will issue credits for any reduction or debits for any increase in ancillary services costs attributable to the PPA Energy or PPA Capacity from the Project. There are currently no explicit ancillary services benefits or charges for solar resources. However, as solar penetration grows it is conceivable some investment (e.g., in electric storage or in flexible, dispatchable generation) may be required or operational costs incurred by Platte River or the Balancing Authority in order to maintain reliable electric service. Such investments or costs may be recouped through ancillary services charges or credits that may be applied to solar generation.
