Public utilities means those utilities defined in sections 4905.02, 4905.03, 4907.02, and 4907.03 of the Revised Code; in the case of a foreign corporation, it means those utilities defined as public utilities by the laws of its domicile; and in the case of any other foreign issuer, it means those utilities defined as public utilities by the laws of the situs of its principal place of business. The term always includes railroads whether or not they are so defined as public utilities.
State Water Board means the State Water Resources Control Board.
Regional Board means a California regional water quality control board.
Municipal electric utility means a municipal corporation that owns or operates facilities to generate, transmit, or distribute electricity.
National Board means the National Board of Boiler and Pressure Vessel Inspectors, (NB) 1055 Crupper Avenue, Columbus, Ohio 43229, whose membership is composed of the Chief Boiler Inspectors of jurisdictions who are charged with the enforcement of the provisions of the ASME Code.

Annual Energy Use means, (i) with respect to the first 5 years following the Effective Date, the annual electricity usage, expressed in kilowatt hours (“kWhs”), within the Party’s respective jurisdiction and (ii) with respect to the period after the fifth anniversary of the Effective Date, the annual electricity usage, expressed in kWhs, of accounts within a Party’s respective jurisdiction that are served by the Authority and (b) “Total Annual Energy” means the sum of all Parties’ Annual Energy Use. Local board means the local board of social services representing one or more counties or cities.
City Council means the governing body of the City.

Public Service Commission means the Public Service Commission constituted under this Constitution;
Health Board means a Health Board or Special Health Board established under section 2 of the National Health Service (Scotland) Xxx 0000;
Public Utilities Act means the Illinois Public Utilities Act, 220 ILCS 5.
MUSL Board means the governing body of the MUSL, which is comprised of the chief executive officer of each Party Lottery.
Standards Board means the Professional Standards Board established pursuant to 14 Del.C. §1201.
FERC means the Federal Energy Regulatory Commission.
Enterprise zone means a neighborhood enterprise zone designated under the neighborhood enterprise zone act, 1992 PA 147, MCL 207.771 to 207.787.
Board of Commissioners means a county board of commissioners.
Building Regulations means the National Building Regulations made in terms of the National Building Regulations and Building Standards Act, 1977 (Act No. 103 of 1977);

Building Energy Benchmarking means the process of measuring a building’s Energy use, tracking that use over time, and comparing performance to similar buildings.
Energy conservation measure means a training program or facility alteration designed to reduce energy consumption or operating costs and includes:
