Comes to the emergency department means, with respect to an individual (or a representative acting on the individual’s behalf) requesting examination or treatment for a medical condition or, if the individual is unable to communicate, whose appearance or behavior would cause a prudent layperson observer to reasonably conclude that the individual needs examination or treatment for a medical condition, that the individual is on the Hospital property. For purposes of this section, “property” means the Hospital’s entire main campus, including the parking lots and garages, sidewalks, and driveways. Property also includes ambulances owned and operated by the Hospital even if the ambulance is not on Hospital grounds.
