Discharges from "Commercial Passenger Vessels" shall comply with requirements specified in HRS, Sections 342D-I02, 342D-I03, 342D-I04, 342D-105 and 342-106 of PART VI of HRS, Chapter 342D titled "DISCHARGES FROM COMMERCIAL PASSENGER VESSELS." "Commercial passenger vessel," as defined in HRS, Section 342D-I 0I, means a vessel that carries passengers for hire.
For purposes of this paragraph, the following defi- "! nitions shall apply: 8 (1) "Commercial passenger vessel." A boat or vessel that is used in 9 the common carriage of passengers in commerce, not including land based 10 vehicles or noncommercial vessels.
Commercial passenger vessel means any domestic or foreign-flagged marine vessel or air carrier used primarily for transporting persons to and from Guam and to and from other destinations.
