The Recipient may at any time request the Association and the Administrator in writing to terminate the Technical Assistance. Whether or not the Recipient has made such a request, the Administrator may at any time suspend or, after consultation with the Recipient, terminate the right of the Recipient to receive Grant funds for the Technical Assistance if any of the following circumstances shall have occurred and be continuing:

This Agreement shall become effective on the date upon which the Administrator dispatches to the Recipient notice of its acceptance of evidence satisfactory to the Administrator furnished by the Recipient that the execution and delivery of this Agreement on behalf of the Recipient has been duly authorized or ratified by all necessary governmental action and that this Agreement is legally binding upon the Recipient in accordance with its terms.
