First claim definition

First claim means an initial claim for unemployment compensation under the UCX Program, the UCFE Program (part 609 of this chapter), or a State law, or some combination thereof, first filed by an individual after the individ- ual’s latest discharge or release from Federal military service, whereby a benefit year is established under an ap- plicable State law.
