Section 3 If any grievance or dispute cannot be satisfactorily settled by a majority decision of the panel and the UPS Joint Area Committee, then the grievance shall be submitted to the United Parcel Service Vice President of Labor Relations, or his/her designee, and the International Director of the Central Region of Teamsters, or his/her designee.
Absence for any other reason must be approved by the International Director.

Before any strike or stoppages of work takes place over a grievance or interpretation arising out of this Agreement or Supplements here- to that cannot be settled in accordance with the grievance machin- ery as set out in this Agreement, there must be approval by the International Director of the Eastern Region of Teamsters or his/her duly authorized representative, with notice of such approval to be given to the Employer, in writing, prior to such a strike or stoppage of work.
