Letters stating the Lead Contractor or the Lead Contractor Member has unlimited bonding capacity are not acceptable.
The Lead Contractor or at least one Lead Contractor Member must provide a letter from a surety stating that the Lead Contractor or such Lead Contractor Member is capable of obtaining a performance bond and a payment bond each in an amount no less than $1,750,000,000.
