Legal resident alien definition

Legal resident alien means any individual who is not a citizen or national of the United States of America, but who is allowed under federal law to reside in the United States and resides in the city.
Legal resident alien means any noncitizen of the United States who has been admitted to and remains in the United States with the recognition of the Immigration and Naturalization Service (INS).
