If a vacant job has not been filled within six (6) hours of crew start time, a vessel will be considered in jeopardy of imminent service disruption and dispatch may call any qualified Licensed Deck Officer or retiree.
The term “all route pilotage” is used to indicate that a Licensed Deck Officer possesses a United States Coast Guard pilotage endorsement on the Deck Officer’s license for the number of routes of pilotage required by the terms of this Agreement in effect at the time the Deck Officer in question was, or is, promoted to a Deck Officer.

No payments shall be made for a Licensed Deck Officer while on vacation and no other payments will be made to any other training, education or other such plan except as expressly set forth in this Agreement.
If a Licensed Deck Officer who is enrolled in a course and is otherwise eligible for tuition exemption is laid off, such Licensed Deck Officer will be exempt from payment of tuition for the balance of the semester.
The Company may promote a crewmember (who is a Licensed Deck Officer) sailing in an unlicensed position, provided said promoted crewmember must make application to the Union within thirty (30) days.
In the event of shipwreck or loss of vessel, compensation not to exceed seven hundred and fifty dollars ($750.00) will be paid to each Licensed Deck Officer for loss of clothing and personal property under this subsection, provided such loss is not recover- able under war risk agreements, between the Company and the Union.
