P.33, including any extension of time for payment ordered under that Section, the Licensing Commissioner may give the person against whom the fine was imposed a written notice specifying the amount of the fine payable and the final date on which it is payable, which shall be not less than 21 days after the date of the notice.

No owner or operator shall fail to keep such books and records as are required by subsection 3(25) for at least one year after the information required by that subsection is entered therein, and the Licensing Commissioner, the Chief of Police or any person duly authorized by either, shall at all times have access to such records.
