This reference Member State would take on the functions of the Member State of nationality in the established ECRIS.
At the same time, such an amendment would not alter the geographical scope of the Directive– unrepresented citizens would continue to enjoy a right to consular protection from other Member States in each third country where their Member State of nationality is not represented.
