Nonincumbent Developer definition

Nonincumbent Developer shall have the same meaning provided in the Operating Agreement.
Nonincumbent Developer means: (1) a transmission developer that does not have an existing Zone in the PJM Region as set forth in Tariff, Attachment J; or (2) a Transmission Owner that proposes a transmission project outside of its existing Zone in the PJM Region as set forth in Tariff, Attachment J.
