Observer States definition

Observer States means States which have signed the Statute or the Final Act of the Rome Conference;
Observer States means States which have signed the Statute or the Final Act of the Rome Conference and which, pursuant to article 112, paragraph 1, of the Statute, may be observers in the Assembly;
Observer States means Member States or countries associated to Horizon 2020 that are not Participating States.
