Participating manufacturer means that term as defined in the master settlement agreement.

Each participating manufacturer shall regularly report its shipments of cigarettes in or to the fifty United States, the District of Columbia and Puerto Rico to Management Science Associates, Inc. (or a successor entity as set forth in subsection (mm)).
