PCS Auction means the series of simultaneous multiple round auctions for broadband PCS licenses to be conducted by the FCC under the authority of Section 309(j) of the Communications Act, 47 U.S.C. Section 309(j) (1993), in accordance with the rules promulgated thereunder by the FCC.
