Primarily serves means that at least 51% of an existing facility’s residents, calculated on an annual basis, have a develop- mental disability, and 100% of a new facility’s residents have a developmental disability.

An organization may have programs or events for other audiences or the general public but the majority or more of its time and resources go to one or more marginalized communities.
