In Section 304 (which sets forth definitions used throughout the act), the definition begins as follows: Prospective need means a projection of housing needs based on development and growth which is reasonably likely to occur in a region or municipality… [N.J.S.A. 52:27D-304(j), (emphasis added)] This definition is reflective of the framework set forth by the Supreme Court in Mount Laurel II.
Prospective Need - Prospective need is a measure of low and moderate income housing needs, based on development and growth that occurred or is reasonably likely to occur in a region or municipality.
