ESCO shall give preference to materials and supplies manufactured from recycled materials under the following conditions: • The recycled product is available; • The recycled product meets applicable standards; • The recycled product can be substituted for a comparable non-recycled product; and • Recycled product costs do not exceed the costs of non-recycled products by more than five percent.
