Policy Objectives. In the event of an emergency abroad affecting the safety of U.S. citizens, it is the policy of the United States Government "--to:

Policy Objectives. The objectives of this policy are: To establish a clear, open, transparent and accountable framework to govern the negotiation, use, management and implementation of planning agreements by Council; To ensure that the framework is soundly based upon probity and enables efficient, fair, transparent and accountable negotiations and implementation; To promote public trust and confidence in the processes of negotiation, execution and implementation of planning agreements; To ensure that Council, Council officers and proponents understand their roles and responsibilities when negotiating, assessing and implementing planning agreements; To provide planning flexibility for Council to negotiate fair, reasonable and equitable development contributions by proponents of planning proposals and development applications; To enhance the range and extent of development contributions towards the optimal delivery of public infrastructure services and facilities in the Council area; and To enable innovative approaches to the delivery of public infrastructure, services and facilities.
Policy Objectives. 1.2.1.1 Section 372(a) of the California Public Utilities Code states: “it is the policy of the state to encourage and support the development of cogeneration technology as an efficient, environmentally beneficial, competitive energy resource that will enhance the reliability of local generation supply, and promote local business growth.”
1.2.1.2 The Energy Action Plan II states: “The loading order identifies energy efficiency and demand response as the State’s preferred means of meeting growing energy needs. After cost effective efficiency and demand response, we rely on renewable sources of power and distributed generation, such as combined heat and power applications. To the extent efficiency, demand response, renewable resources, and distributed generation are unable to satisfy increasing energy and capacity needs, we support clean and efficient fossil-fired generation.”
1.2.1.3 The purpose of the State CHP Program is to encourage the continued operation of the State’s Existing CHP Facilities, and the development, installation, and interconnection of new, clean and efficient CHP Facilities, in order to increase the diversity, reliability, and environmental benefits of the energy resources available to the State's electricity consumers.
1.2.1.4 These policies and purposes will be achieved by a State CHP Program that procures CHP as set forth in this Settlement, retains existing efficient CHP, supports the change in operations of inefficient CHP to provide greater benefits to the State, and replaces CHP that will no longer be under contract with the IOUs with new, efficient CHP.
1.2.1.5 In addition, this State CHP Program will secure additional Greenhouse Gas (GHG) emissions reduction benefits, consistent with the reduction targets of Assembly Bill (AB) 32, by adding new, efficient CHP.

Policy Objectives. 1.1. The purpose of this Policy is to establish a framework to guide the preparation of Planning Agreements under Section 7.4 of the Environmental Planning and Assessment Act 1979 (the EP&A Act) and the Environmental Planning and Assessment Regulation 2021 (the Regulation).
1.2. The objectives of this Policy are to:
a) Establish an efficient, fair, transparent and accountable framework that governs the use of Planning Agreements by Council;
b) Enhance flexibility of planning decisions through the use of Planning Agreements;
c) Enhance the range and extent of development contributions made by development towards public facilities in Council’s area;
d) Set out Council’s specific policies on the use of Planning Agreements; and
e) Set out procedures relating to the use of Planning Agreements in Council’s area.
