Resident of Tennessee means an individual who has lived continuously in Tennessee for a period of sixty (60) days and who has not acquired residence in another state by living continuously in another state for at least sixty (60) days subsequent to residing in Tennessee. Time spent in a public institution for the care of the mentally ill or for the mentally retarded, or on leave of absence from the institution, shall not be counted in determining the question of residence in Tennessee or in another state; and
