Unit oE local government means any county, municipality, township, school district (including a combination oE school districts under the Intergovernmental cooperation Act), special district or other unit, designated as a unit oE local government by law, which exercises limited governmental powers or powers in respect to limited governmental subjects, any not-Eor-proEit association with a membership that primarily includes townships and township oEEicials, that has duties that include provision oE research service, dissemination oE inEormation, and other acts Eor the purpose oE improving township government, and that is Eunded wholly or partly in accordance with Section 85-15 oE the Township code; any not-Eor-proEit corporation or association, with a membership consisting primarily oE municipalities, that operates its own utility system, and provides research, training, dissemination oE inEormation, or other acts to promote cooperation between and among municipalities that provide utility services and Eor the advancement oE the goals and purposes oE its membership; the Southern Illinois collegiate common Market, which is a consortium oE higher education institutions in Southern Illinois; and the Illinois Association oE Park Districts. "QualiEied local government" means a unit oE local government approved by the Director and participating in a program created under subsection (i) oE Section 10 oE this Act.
