For the purpose of strengthening cost-effectiveness, GEO will convene a Design Vetting Panel (DVP) chaired by the Deputy Head of relevant district to examine works departments’ submissions on major geotechnical works pursuant to ETWB TCW No. 29/2002 based on a holistic approach with due considerations on the cost-effectiveness of the project (DEVB TCW No. 3/2018).
Executive shall be entitled to FTO accrued at the rate of 13.33 hours per month, to be used in accordance with the FTO policy applicable to employees of the Company as in effect from time to time.
This independent panel shall have the same duties, powers, responsibilities and procedures as the Vetting Panel with respect to prospective and current members of the Vetting Panel.

The decision on Eligibility shall only be overturned on appeal if the CAS Panel is of the view that the Vetting Panel or Screening Body could not reasonably have come to the conclusion reached.
Subject to Article 67.3, the member of the Vetting Panel shall be approved by Congress on the recommendation of Council at each Election Congress meeting.
Every reference to the Vetting Panel throughout this Constitution (other than Articles 27.1h and 47.2p) shall mean this independent panel, unless stated otherwise.
The term of office of members of the inaugural Vetting Panel will end at the first Council meeting held following the 2019 Election Congress.
