This article had the purpose of analyzing the causes of the effectiveness in the contracts of continuous services bid by the modality of reverse auction also denominated of proclamation, in public organs of the Union, besides comparing its effectiveness with others auction modalities foreseen in the Law nº 8.666/1993. In order to analyze the data of this empirical research, the hypothesis considered was that there are attributive gaps in the bidding process; the contracted charge differentiates from the estimated one; competitiveness and service quality influence the efficacy of the auction model contract.
