Access to and Use of Public Telecommunications Networks and Services. 1. Each Party shall ensure that all service suppliers of the other Party have access to and use of any public telecom­ munications network and service offered in its territory or across its borders, including private leased circuits, on rea­ sonable, non-discriminatory and transparent terms and conditions, including as set out in paragraphs 2 and 3.
