APPLICABILITY & TRANSITION PLAN. This evaluation system only applies to classroom teachers, specifically those staff with an assigned group of students who provide academically focused instruction and grades for students. The term "classroom teacher" does not include ESAs, Counselors, librarians that do not have regular assigned classes, TOSAs, Instructional Coaches, Curriculum Specialists, and other bargaining unit members who do not work with regularly recurring and specifically defined groups of students. Those bargaining unit members who do not meet this definition will remain under the previous evaluation system, as defined in the regular CBA. By law, all applicable staff must be utilizing the new evaluation system by 2015-16. Classroom teachers on probation or provisional status will be placed in the new evaluation model. Other classroom teachers will be phased in on a schedule and sequence to be jointly developed by the Association and the District.
APPLICABILITY & TRANSITION PLAN. The evaluation system as described in this section applies only to classroom teachers, specifically those staff with an assigned group of students who provide academically focused instruction. The term “classroom teacher” includes general education, special education, and ELL teachers, E-learning instructors, and Library Information Specialists (LIS). It does not include ESAs, Counselors, Nurses, Media Specialists, TOSAs, Instructional Coaches, Curriculum Specialists, and other bargaining unit members who do not work with regularly recurring and specifically defined groups of students. Those bargaining unit members who do not meet this definition will remain under the current evaluation system, as defined in Section 9.16 of this agreement. All applicable staff will be evaluated under the new evaluation system either through the Comprehensive Evaluation process or the Focused Evaluation process beginning in 2013-2014. For the 2013-2014 phase-ins, the following staff will be evaluated using the comprehensive process: • All provisional employee(s) as defined by the state; • All current employees who were on plans of improvement or probation during the previous school year; • Staff new to the ▇▇▇▇▇▇▇ School District (excluding LIS employees); • Other employees as defined in the Implementation Memo (Appendix A of this document). All other eligible employees will be evaluated using the Focused Evaluation process. Employees on the Focused Evaluation must cycle through the Comprehensive Evaluation process every four (4) years from the date the new evaluation process is implemented.

The term “classroom teacher” does not include ESAs, Counselors, Librarians, Media Specialists, TOSAs, Instructional Coaches, Curriculum Specialists, and other bargaining unit members who do not work with regularly recurring and specifically defined groups of students. Those bargaining unit members who do not meet this definition will remain under the previous evaluation system. At least 20% of the applicable teachers shall be evaluated under these provisions for the 2013-14 school year, which shall include teachers who participated in the 2012- 2013 pilot. Classroom teachers on probation or provisional status will be placed in the new evaluation model and will be included in the 20% for the 2013-2014 school year. Beginning in the 2014-2015 school year, all classroom teachers shall be evaluated under these provisions. Teachers will be assigned to the focused or comprehensive evaluation in school year 2014-2015 based on their current placement in the long form/short form (or PGO) evaluation cycle. Those who are scheduled to be on long form evaluation in 2014-2015 will be on the comprehensive evaluation. Those who are scheduled to be on short form or PGO evaluation in the 2014-2015 will be on the focused evaluation. Participants in the 2012-2013 TPEP Pilot and the 2013-2014 TPEP Transition Plan will be placed on the focused evaluation in 2014-2015 and continue in the four-year cycle as established by the year that they were evaluated on the comprehensive evaluation.

Those bargaining unit members who do not meet this definition will remain under the previous evaluation system, as defined in the current Collective Bargaining Agreement.
