Apportionment of Operating Costs. Operating Costs after the Effective Date and for every fiscal year thereafter shall be apportioned by the Partnership to each Member Town in the following manner: 15.5.1 Semi-fixed operating costs: Semi-fixed Operating Costs will be apportioned annually to the Member Town in the same ratio based on capacity owned, as provided for Capital Costs.
