Awarding a. Bid for IBT 174β When a permanent vacancy occurs, the Employer shall determine if any Communication Officer Manager (CO 4) has submitted a transfer request for that particular position. Management shall consider all requests in order of receipt provided the employee has the skills and abilities necessary to perform the duties of the position. Each employee considered but not appointed shall be notified in writing of the reasons why they were not appointed.
