Bidder’s List. The City will create and maintain a bidders list. The purpose of the list is to provide as accurate data as possible about the universe of DBE and non-DBE contractors and subcontractors who seek to work on the City’s DOT-assisted contracts for use in helping to set our overall goals. The bidders list will include the name, address, DBE and non-DBE status, age of firm and annual gross receipts of firms. The City will collect this information by including a Bidder’s List of Subcontractors (DBE and Non-DBE) – Part I and Part II forms in all bid specifications. On the Part I form, the bidders shall list all subcontractors, both DBE and non-DBE in accordance with Section 2-1.15 of Standard Specifications and per 49 CFR Part 26.11. On the Part II form, the bidder shall list all subcontractors, both DBE and non-DBE, who provided a quote or bid but were not selected to participate as a subcontractor on the project. The City will require prime contractors to maintain records and documents of payments to DBEs for three (3) years following the performance of the contract. These records will be made available for inspection upon request by any authorized representative of the City or USDOT. This reporting requirement also extends to any certified DBE contractor. The City will perform interim audits of contract payments to DBEs. The audit will review payments to DBE subcontractors to ensure that the actual amount paid to DBE subcontractors equals or exceeds the dollar amounts stated in the schedule of DBE participation.
Bidder’s List. Pursuant to the provisions of 49 CFR Part 26.11 all official bidders will be required to report the names, addresses and telephone numbers of all firms that submitted bids or quotes in connection with this Project. Failure to comply with a written request for this information within 15 business days may result in a recommendation to the Prequalification Committee that prequalification status be suspended until the information is received. The Municipality will survey all firms that have submitted bids or quotes during the previous year prior to setting the annual goal and shall request that each firm report its age and gross receipts for the year.
