DBE Liaisons. ADOT’s Business Engagement & Compliance Office’s Contract Compliance & Training Officer, in conjunction with the ADOT Project Manager or other designated representative, are ADOT’s primary DBE liaisons with Developer regarding DBE compliance monitoring and oversight for this Project. Developer shall establish a DBE program administration process that will ensure nondiscrimination in the award and administration of contracts and subcontracts and shall eliminate barriers to the participation of DBEs and small businesses on the Project. Developer’s DBE/OJT Outreach and Compliance Manager shall be responsible for the management and implementation of Developer's DBE Utilization Plan and shall report to Developer’s Project Manager. This individual shall serve as Developer’s DBE liaison with ADOT for the Project. The name of this designated DBE liaison shall be included on all DBE Intended Participation Affidavit Summary forms.

The County’s Project Manager shall review and approve the appointment of the replacement for the Subrecipient’s Project Manager.   • Coordinators The contractor shall assign coordinators as needed to coordinate At-Sea Monitor deployment and provide At-Sea Monitor support services.
