Certification of Applicants. A. The Employer will determine the number of applicants to be certified to the hiring official for consideration. When filling the positions, the Employer will appoint the most senior employee on the appropriate internal layoff list with the required skills and abilities who had indicated an appropriate geographic availability for the position. If there are no names on the internal layoff list, the Employer will consider internal promotional candidates, employees who are requesting a transfer or voluntary demotion, and qualified part-time hourly or non-permanent appointee candidates prior to considering other candidates. The Employer will offer an interview to at least two (2) transfer or voluntary demotion candidates with the skills and abilities required for the position. B. An internal promotional candidate is an employee who applies for appointment with their college/district to a class with a higher salary range maximum. C. A transfer candidate is an employee who applies for appointment with their college/district to a position in the same class, same class on a different shift or to a different class with the same salary range maximum.
