Civil Service Appointments. The Employer shall not appoint any person who does not possess civil service status, to any position within the bargaining unit, other than to an entrance level position within the normal line of promotion; provided, however, that the Employer may appoint any qualified person once an internal eligibility list has been exhausted, pursuant to the provisions of the Civil Service Rules for posting external positions.
