CLASSIFICATION AND COMPENSATION PLANS. Each position with the City shall be allocated to its appropriate class on the basis of assigned job duties and responsibilities, so that the same qualifications may be reasonably required for and the same schedule of pay may be equitably applied to all positions in the same classification. Positions may, from time to time, be reclassified on the basis of changes in or a reevaluation of the duties and responsibilities of the positions. The official compensation plan for the City shall provide for a 5-step salary range. The difference between steps within a salary range shall be 5 percent, but there is no specified differential between salary ranges.
