Commencement and undertaking of each Phase. (a) The Concessionaire shall be responsible for the design of the Implementation Plan Works and each element thereof and shall commence Phase 1 of the Implementation Plan Works as soon as reasonably practicable following the Effective Planning Date and shall diligently commence, carry out and complete each Phase of the Implementation Plan Works in good time in accordance with the Implementation Plan and the provisions of this Agreement.
