Commissioner’s Representative. The Assistant Commissioner, acting on behalf of the Commissioner, shall, in writing, designate a City employed engineer to serve as the Commissioner’s Representative with respect to this Contract. Such Commissioner’s Representative shall be authorized to review the performance of the Engineer. The Commissioner’s Representative shall be the senior authority in the field and shall be authorized to review the performance of the Engineer. The Engineer shall be responsible to the Commissioner’s Representative.
