Compliance to Grievance Procedure Time Limits. The time limits set out in this Article are mandatory and failure to comply strictly with such time limits, except by the written agreement of the parties, shall result in the grievance being deemed to have been abandoned. Agreement to waive time limits shall not be unreasonably denied.
