Composition of the Trust Fund Board. 5.1.1 The Trust Fund Board is composed of representatives of the Donors, of the Commission acting on behalf of the European Union, and, as observers, of EU Member States that are not Operational Board Members (as defined in Article 6.1.1) as well as of a representative of the Syria Recovery Trust Fund under a condition of reciprocity ("Observers").
