CONFLICTS BETWEEN OCCUPANTS. 17.9.1 In the event of a conflict between Concessionaire and any other lessee, licensee or concessionaire as to the rights of the respective lessees, licensee, or concessionaires, the Director shall review the applicable agreements and by reasonable interpretation thereof determine the rights of each lessee, licensee, or concessionaire and Concessionaire agrees to be bound by such decision.
