Congestion. The Authority shall compensate NYISO directly for all congestion costs associated with the delivery of Existing Allocations of replacement power under this Agreement to replacement power customers pursuant to the provisions of the NYISO OATT, but not for deliveries to Niagara Mohawk’s Rural and Domestic customers; and
