Construction Charges. 16.1. All rates, charges and initial service periods specified in this Agreement contemplate the provision of network Interconnection services to the extent existing facilities are available. Except for modifications to existing facilities necessary to accommodate Interconnection specifically provided for in this Agreement, Qwest will consider requests to build additional or further facilities for network Interconnection as described in the applicable Section of this Agreement.
