Construction Plans and Specifications. 1. At least sixty (60) days prior to the beginning of Construction, the Certificate Holder shall submit to EFSEC or its designated representative for approval of those construction plans, specifications, drawings, and design documents that demonstrate the Project design will be in compliance with the conditions of this Agreement. The Certificate Holder shall also provide copies to WDFW, Ecology, DAHP and other agencies as EFSEC may direct, for comment. The plans shall include the overall Project site plans, equipment and material specifications. The Certificate Holder shall not begin Construction prior to obtaining Council approval of the construction plans and specifications. 2. The construction plans and specifications shall be in compliance with updated (draft) Kittitas County Critical Areas Ordinances for the protection of riparian areas. 3. The construction plans and specifications shall show fencing at a minimum of eight feet in height, with a single line of barbed wire installed at the top of the fence. Razor wire will not be used. 4. The Certificate Holder shall consult with emergency services suppliers prior to preparing final road construction plans, to ensure that interior all-weather access roads are sufficient to provide reliable access by emergency vehicles. In its final design for construction, the Certificate Holder shall maximize the use of existing roads and pathways, and minimize the construction of new roads as much as reasonable and practical, and without disrupting wetlands or other sensitive habitat. The final design shall be subject to approval by EFSEC as part of the overall construction plans and specifications.
