Cost of Services. (i) All Services provided by any Regulated Party to another Regulated Party shall be priced at cost, with “cost” being determined as provided in Section 2.2. (ii) All Services provided by any Regulated Party to any Non-Regulated Party shall be priced at the greater of cost or fair market value, with “cost” being determined as provided in Section 2.2 and with fair market value being determined pursuant to Section 2.4.
