Cost Principles and Audit. DoDGARS Part 32, Uniform Administrative Requirements for Grants and Cooperative Agreements with Institutions of Higher Education, Hospitals, and Other Non-Profit Organizations and the OMB Circulars below apply specifically to the Cooperator. The Cooperative Agreement shall be consistent with these authorities: (1) A-21, “Cost Principles for Educational Institutions” (2) A-133 “Audits of States, Local Governments, and Non-Profit Organizations” Cooperator shall submit a copy of OMB Circular A-133 audit reports to the agency Inspector General (IG) and to DoD (IG).
